In this edition, we print but manuscripts stored in the State Archive of the Ministry of Foreign Affairs, in the affairs of the Cabinet of Peter I, newly discovered projects of Fyodor Saltykov and Konon Zotov, as well as projects of Nesterov, Kurbatov and Filippov, known to investigators only by excerpts given in the History of Russia Solovyov and in the latest study P.N. Milyukova: The state economy of Russia in the first quarter of the XVIII century and the reform of Peter the Great. At the same time, we offer experience in studying projects of reforms of the Petrine era, in which, in addition to the above, and previously printed notes of contemporaries, we look at, using Cabinet Affairs, several other unreleased monuments of this kind.
