In this world, computers have to be protected by runny elms from ghosts, brownies live in houses, and city dwellers fight off creatures that periodically break out of the Limb dimension. Children are taught almost from the cradle to use superpowers, if any, and the best of them are prepared for the elite detachments of the world's defenders.
