Despite the progress made in the East-West dialogue on international security, there continue to be "silent backwaters" and even "dark whirlpools," where all efforts of the Soviet Union are interpreted as tricks of communist propaganda and are resolutely rejected. The US Central Intelligence Agency is one such whirlpool. In its bowels, new plans are hatched to destabilize unwanted regimes, compromise their leaders.
