The monograph summarizes the scientific searches of the author in the study of the problem of the formation and functioning of the Communist-Soviet nomenclature of the Ukrainian SSR in 1917-1938. The author's concept of organizational and theoretical prerequisites, main stages, features and laws of the design of the apparatus of the Bolshevik government in the republic in the period under review is presented.
