The book of the kagal was published in 1869. In the first edition of the book, a Russian translation of 285 kagal acts dating back to 1794-1803 was printed, and on the basis of them the author argued that Kagal actually continues to exist and, relying on besdin (rabbinic court), represents a state in the state, a "Talmudic-municipal republic," with an organized system of oppression of the individual by the community, corporate exploitation of the Christian population and stubborn alienation from everything non-Jewish. In 1875, the second edition of the book was published in St. Petersburg, supplemented in the form of a two-volume. The first volume contained a detailed introduction to the published materials, giving coverage of the collected material and general conclusions from it, and the second - 1055 judicial acts and decisions of the Minsk community (this volume is presented in the distribution)
