The collection contains 622 documents that disclose the activities of the Directory and the Government of the UPR to restore the Ukrainian People's Republic in the context of the development of the political and socio-economic crisis of the Ukrainian Revolution. The first volume publishes the journals of meetings of the Directory and the Council of People's Ministers from December 1918 to December 1919 pp. The second volume publishes the journals of the meetings of the Council of People's Ministers from February to December 1920 and the laws, decrees, declarations of the Directory and the government of the UPR from November 1918 to December 1920 pp.
