Back in 1931, the June plenum of the Central Committee of the All-Union Communist Party of Bolsheviks, based on the report of Comrade L. M. Kaganovich, gave a detailed program for the reconstruction of the urban economy of Moscow. The implementation of this program gave Moscow: "the construction of the metro and the Moscow-Volga canal, the expansion of the most important streets and squares, the construction of granite embankments and improved bridges, residential buildings, schools, kitchen factories and canteens.
