In the first quarter of the 18th century, Moscow Russia turned into a Russian empire with new borders, with new state institutions: the Senate, collegia, prosecutor's office, division into provinces, etc., more correctly arranged than the previous ones. Cultural reforms were also of great importance: schools, general education and special (naval and military) were established, the founding of the Academy of Sciences, etc.
